Have the RFL given up on expanding the professional game throughout the United Kingdom?

Read the attached list of 81 UK towns & city's by population & count up how many of them don't have a professional rugby league team.
I always thought when you try to expand a business you work outwards from the base the RFL seen to want to work the opposite way.

How much time and effort have the RFL spent trying to expand in to these UK towns & city's or are they just waiting for someone from these areas to approach them?

I'm no fan of the RFL. They do a poor job generally. Withdrawing the development offers to help promote the game in areas of the UK that need support was a very poor decision but ultimately the effort and drive to set up new clubs has to come from within the communities that want the new clubs.

With Championship One attendances at incredibly poor levels, it must be extremely difficult to create a club that can be run self-sufficiently. With the lack of TV exposure it must be hard to attract sponsors. Unless someone has deep pockets and a big passion for the game expansion is difficult. It appears there are no such takers in the UK.

The game is crying out for expansion into Scotland and Ireland. Imagine if we could have an RL four nations tournament like rugby union. That would raise the profile of the game a great deal but I can't see it happening anytime soon.

I believe the RFL refused a bid from Manchester Rangers for the start of this season?

They may have listened more sympathetically if they received an application from Manchester New Hampshire USA population 400,721
