The problem with the Toronto question is the lack of Championship rugby. If there was a season happening, winner gets in makes it easy. Without championship rugby, you have the impossible question of who gets in instead of Toronto.
My suspicion is that Super League will see 2021 as a simple reboot of 2020, which to some extent it is. The season came to an end with the lockdown and all that is happening now is a series of exhibition games in order to get the Sky money. The issue will be whether Toronto can put a side together. The stars have left. They may be able to put together a half-decent championship side, but can they put together a top-flight side? I doubt it. On the other hand, with players doing nothing for a long time, and with probably no income from rugby, can Featherstone, Leigh, Widnes, or anyone else who fancies a chance?
From a "protecting the sport" perspective though, it should be a heartland team. They need punters through the turnstiles more than ever, and a Toronto or London will not achieve that.
