I'm certain they wouldn't have won if they'd paid their bills instead of paying for the likes of Brierley, MacDonald, Lafai, Cust and Sneyd.

They can only be loans if there is a means to repay. Otherwise these are gifts whether the taxpayers or others providing the funds realise at the time.
