Dont know where you got that from?
Nobody on here has give that indication, never mind say as much.
The total TS pack have never hit the heights of the pack he inherited, full or in part under the TS tendure.

The pack peaked around 2010-12, it didn't peak in the Lowes or Cullen era.

To be honest we never really looked to rebuild that from 2014-18, with likes of Cox, Bailey, England et al. Whether that was lack of quality forwards available I’m not sure, but looking back the recruitment was entrusted to one man a little too much. Maybe it should have involved someone else, but I’m sure we’ll be better for the experience anyway.

PS this is not a dig at the previous regime just a postulation.
