I don't think they've thought that far ahead. It'll happen one day in a big televised game and cause a big fuss. It happened at Saints last season and nothing happened at all, the countdown just went blank and the game resumed a few seconds later.
The shot clock on drop outs is irrelevant and still a farce. Far too many players go down 'injured' when a drop out is conceded. It's time the referees were instructed to only stop the game for an obviously serious injury, or for the player who goes down to have to leave the field and come back on during the next set as happens in football. They need to discourage it.
