How could they if there were no games and they only sell them at games ?

Why aren't they on sale in newsagents as well ?

Because they're supposed to be available from newsagents/clubs in the week preceding

I think the clubs are meant to get them on a Thursday,

So anyone who wanted one could in theory purchase one from their club in the days leading upto the game if they so wished.
