London and Toulouse getting promoted would be an ideal situation, with Toronto and New York (starring Jarryd Hayne and Sam Burgess?) being promoted the following year.
All this “New York will be a Championship club in 2019” was a total pipe dream. It is nowhere near that being a reality.
As for London and Toulouse; with Catalans looking a certainty to get relegated this year it is quite conceivable that one could very well replace them.

The minimum turnover of a SL club is £4,000,000 so Toronto instead of Widnes is worth less than 1% of a SL clubs turnover.

When are the number of teams in Super League 2018 going to be confirmed? We’re approaching 1/3 of the way through the regular season (rounds 1-23) and still don’t know what clubs will be playing for in the Super 8’s competition.
I think Toronto will gain promotion whether we stay at 12 or increase to 14.

Not a chance......they are a team of individuals who when faced with an organised professional side fell apart......once they get "home" to Toronto they will lose 5 of 6 players to the bright lights and legal hookers..........London are the #1 side in the 2nd tier....the scoreboard never lies and Toronto are 29-16 side....London are 45-13.....Toulouse and Toronto have both shat their pants when faced with a strong side......
Toronto had some disruption to the start the season, losing 3 Super League quality forwards, for disciplinary reasons.
While this has made their start to the season slower than expected (although they are still only 1 point behind the league leaders) it will pay dividends in the long run, as a maker has been set, that only the highest professional standards will be acceptable at the club.
Only a fool would bet against Toronto finishing top, and they will have no problem dispatching Super League opposition, as we are likley to see in the Challenge Cup.

Yeah, they'd be certain top 8 if they were in SL and will have no problem dispatching any SL team in the Cup.
