As the title says, the aussie season is only 24 rounds long despite there being 16 teams in the league. I know they have byes sometimes, but can someone give a definitive explanation of how the season's fixtures work? Obviously they can't all play each other twice, so how are they determined fairly?

The clubs nominate certain fixtures that they want to play twice a year (rivalries, high drawing games, etc) and the NRL uses a program from a Canadian company to schedule the actual draw.
