as stated previously...transfer fees dont count towards the salary cap.

i would like clarification fron the RFL as to whether or not programme sellers wages count towards the salary cap ?
assuming the programme seller hasnt come on a transfer

If they are a transfer, I can't believe that IL is holding us, the fans in such contempt by not announcing whether it is counted on the salary cap or not.

I am confused as there seems to be a lot of conflicting information on this thread, can someone tell me do transfer fees count on the cap or not?
