It’s only Non-Fed now, so passports/international eligibility no longer come into it, it’s all about where a player was trained as a youngster. French players like Miloudi for example are exempt as France is also part of the same Federation, the RLEF.

You could be getting mixed up with the exemptions for any overseas players playing here before 2009 (IIRC), prior to the new rules being brought in. Louis Anderson I think is still exempt, as was Feka when he was playing. There was also the Kolpak ruling, which allowed Pacific Islanders to come play over here off-quota. Some clubs even used Maltese passports to get players off-quota, as the Kolpak ruling covered EU countries.
