I genuinely get the impression that Box now supports the development of a stadium, this seems to be progress in itself.

In reading this, given that 88m are mentioned, could we be staying put, albeit in an upgraded stadium.

I think what it means is staying at Belle Vue until the new community Stadium is built. Talks include 88M Group, so probably there could be a bit of money spent to upgrade BV to a SL ground. It would probably kick the new Community Stadium build a bit further down the timeline has 88M would want to recuperate [through rent from Trinity] money spent on an upgrade to BV.
