And that's a genuine question. Because otherwise I don't see how he's qualified to 'focus on business development'.

I'd have thought player development and such would be more his cup of tea.

Business Development is pretty much just about networking. Sinfield adds about as much "celebrity" as RL can muster, so it could be a good appointment.

He has a Masters in Sports business, so he's got the academic qualifications.
It's only 2 days a week anyway, sounds like a nice cushie job to me.

I'm not sure what his terms of reference are. Having seen his interview prior to last Saturday's final I don't think he knows either. I suppose the RFL will make it up as they go along; just like they always do.
