As for how it is policed it is like the way everything is policed in this country when it goes wrong you are subject to the law.

It was a fully trained war dog, in the charge of it's handler, and it just took it upon itself to attack someone, which all dogs are capable of doing.
Now tell me again about how we ensure , we get the right dogs with the right owner in the right place, Have you been through any process to ensure you are one of these people ? What you seem to be saying is that when a child ,or anyone else gets attacked we know then that it was the wrong Dog with the wrong owner in the wrong place . In Sunderland a child lost it's live finding that out.
Your comparison with Cars is just nonsense, Without a person a car is an inanimate object, You know as well as I do It's the people behind the wheel that are the problem, and they are supposed to have been tested to see if they are fit to drive one
