I don't think that is why the salary cap was brought in!?
The cap is in place to protect teams from themselves, not to even up the competition. That's is a by product of system.
Following sky initial outlay when they entered RL and subsequent renegotiation that had clubs receiving further outlays, clubs went about the business in cavalier style, spending in contracts up to and beyond what they received from sky and not what they could afford the seasons after from the gate and sponsors.
Every team was in debt. Warrington and Wigan were at eleventh hour. Tesco bailed us both out.
Wigan were worse than Warrington! They got Tesco to shell out the £10m or so in advance to bail them out.
That is what we have a salary cap for...and it still doesn't work as teams are still going bust.
