a normal tortoise would be faster than child's ruck speed. A handicapped one (oooooooo, he said it again) would be around the same speed.

As an aside I'm fed up of refs telling players to keep their hands out the ruck, warning them when they're offside, etc. You hear it all through TV games. If you see an offence, punish it, don't warn him like a naughty boy. It's not three strikes and out!

Very true, there's far too much coaching by refs and i reckon thats what annoys ppl and viewers that they will tell them and then not do anything, the players know the rules, they shouldn't be lying on, they shouldn';t have their hand on the ball, if the ref sees a deliberate transgression, penalise it, don't try and massage the penalty count.

Precisely, it just brings out the cynic in me that says he’s trying to make it watchable for tv. But for once the cynic is clearly correct. Yes, a penalty fest would be dire viewing, but it may teach teams to clean it up a bit.
