Have we all seen Leeds have signed Luke Briscoe on loan from Fev till the end of the season, but he can go out on dual reg back to Fev. Surely if this were to happen something should be done about the system as it stands at the moment.

Loan rules do not allow what has been said to be happening - a player going out on loan cannot play for the loaning club (or any other) for a minimum period of 28 days from the start of the loan even if recalled. Either he has signed for Leeds (to the end of the season, with or without an agreement to sign for Fev for 2019, or for beyond) and will return to Fev on DR or, it is under a DR arrangement not specified in the rules but one that has been allowed as the arrangement is considered to meet the 'purpose of DR'.

Leeds have been clear in their statements - they have signed him on a permanent deal. It's not dual-reg

Of course what means is that he can play for Leeds this evening (Ryan Hall is away with England) and then immediately be sent back to Featherstone on DR. I expect him to be playing for Featherstone on Sunday

Makes a mockery of things IMO, but nothing that's actually against the rules

OK Featherstone are apparently saying that he's gone to Leeds 'on loan' for the rest of the season and that he'll back with them in October for pre-season training in readiness for the final year of his contract. They also expect him to play for them this Sunday on DR

That seems to be in direct contravention of C1:2.15 of the RFL Operational Rules which clearly state that any loan has to be for a minimum of 28 days.

It's as clear as mud alright and makes Fev look like a feeder club. If I was Fev fan I'd be rather miffed to say the least.

By 'clear in their statements', I was referring to comments by Gary Hetherington in last nights YEP

Hetherington said: “He has been transferred from Featherstone to Leeds Rhinos.

“He is a contracted Rhinos player and will be on our payroll.He will be available to play for Leeds Rhinos and also for Featherstone Rovers as a dual-registration player.”
