A player may not know that a club is breaching the cap. So it would be unfair to punish them. However when a club is deliberately trying to breach the CAP then it would seem that any official of the club should actually be found unsuitable to be associated with the club and banned.

They may not know if they're breaching the cap or not, but if they have one of those second contracts, the player is fully aware that he is being paid off the club's books.

I think the whole RFL and Salford farrago would have been rejected as too far fetched for a 'Carry On Up The Khyber' script let alone one of the much more nuanced Hi-di-Hi jobs...
