Unfortunately players have been withdrawn by clubs for both England and the Exiles, McNamara picking an experimental squad for the second game, the introduction of a second game has split the crowd, and as you say no-one cares about the Exiles has doomed it to failure in my opinion.
I'd favour England v England Knights over a dying Exiles concept, but would prefer some kind of Yorkshire v Lancashire series. I know the downsides to it, but if it were made clear that England spots were dependent on participation then I think players would back it if it were done properly.
