You are falling into the trap of what others do John. Including both HTAFC and HRLFC in the past.
I think you are a mature (keeping it generous
) gentleman so guess you wont have a mortgage. But for those who do have a mortgage, what is the first thing you ensure you pay each month? You pay for the roof over your head. The same should be the case for a sporting club - ensure rent payments are the first financial commitment met each month. So whether FCHT average crowd is 1,700 or 800, the rent should be budgeted for first before even thinking about what budget is available for players, etc. And I believe this is how David Bosomworth runs the club.
One final thing. A playing budget isnt set in stone.
